What’s the difference between installing windows 7 without download latest download files and with downloading?

I want to know why it is recommended by windows to get the latest installation files when attempting to install Windows 7. Would it be the same if I don't get the latest files and install Windows 7 offline? Then once installed, can I use Windows Update to get the latest files?

    Windows update fixes what is already installed.

    Getting the latest installation may include some of that, but it will also include fixes or addition to the installation software itself. Something that could cause the installation to fail or not work quite right.

    It is best to do.
